Open Question: Will non-owner’s insurance cover a family member’s vehicle?

Can I buy a vehicle with a Class C learner’s Permit?

The story:

I live in the state of North Carolina and I’m trying to get a motorcycle endorsement so I can legally operate and insure a 150cc scooter. I cannot get a motorcycle endorsement or motorcycle permit until I have a Class C license.

I do not own a motorcycle or automobile. My parents are grudgingly allowing me use their car to learn how to drive.

*I cannot purchase a vehicle without a driver’s license.
*I cannot get a driver’s license without proof of insurance.
*I’m not sure if I can get insurance without first owning a vehicle.

It feels like a legal paradox.

I know I can get non-owner’s insurance but I don’t think it will cover the vehicle of someone that lives in the same household as myself.

Getting added to my parent’s insurance is not an option.

Any advice?
Can’t take the MSF saftey course without a full Class C License.
In Illinois I could just get an instructional permit to operate a Class L vehicle, purchase the scooter, get insurance, drive it off the lot and I wouldn’t have this headache.

Be thankful the laws in Illinois are more up to date than those in the state of North Carolina.
